Parramatta Light Rail Stage 1

Parramatta Light Rail Stage 1 is a major infrastructure project being delivered to serve a growing Sydney. Stage 1 will connect Westmead to Carlingford via Parramatta CBD and Camellia with a two-way track spanning 12 kilometres, and is expected to open in 2023. The route will link Parramatta’s CBD and train station to the Westmead Precinct, Parramatta North Growth Centre, the new Western Sydney Stadium, the Camellia Town Centre, the New Powerhouse Museum and Riverside Theatres, the private and social housing redevelopment at Telopea, Rosehill Gardens Racecourse and three Western Sydney University campuses.

InfraSol have been engaged to provide Commercial Advisory and Management services to the Parramatta Light Rail Stage 1 project. These services are ongoing and have included the management of the development of the approved and funded Stage 1 Final Business Case (FBC).

InfraSol’s role was the coordination of the various professional service contractors in drafting the FBC and managing the review and approval of the FBC through the project and the various external stakeholders including NSW Treasury. In developing the FBC the InfraSol team also directly managed the drafting, review and approval of the Delivery Strategy and supported the development of the financial and operational modelling for the project. InfraSol also provided, on a temporary basis, the action Project Commercial Lead whilst the TfNSW role was recruited and appointed.

Post the approval of the FBC the InfraSol team have continued to provide Commercial Advice to the Project as commercial leads on three of the four major works contracts into and during the procurement phase. These contracts include; Early Works, Enabling Works and Supply, Operate and Maintain Contract (minor D&C, light rail vehicles and operation and maintenance).
